If this be decided there will be no alternative but to remove the whole of the Gaol Officers' quarters shown coloured blue on the Drawing marked 'H' and to erect on the space thus cleared, cells and resemble a three-storied Edifice containing 130 separate cells, emulating in the simplicity of its internal arrangements the main block of the present Gaol.
The Superintendent's residence and Turnkey's quarters will then have to be re-erected upon the site at present occupied by the Police Courts, Magistrates Offices, and out-houses, while these buildings in their turn must be removed elsewhere.

The question of the reconstruction of the Gaol is, however, at the present moment subordinate to the project for the transportation to Labuan of long-sentenced criminals, which I understand the Governor has submitted to the consideration of Her Majesty's Government.
9. If Her Majesty's Government assents to His Excellency the Governor's proposals in this matter, we shall have about 100 prisoners the less to deal with, and instead of 500, we need only provide 400 separate cells.
